  • The On-Road Light-Duty CertificationSection is responsible for the certification and production audit ofnew passenger cars (PC), light-duty trucks (LDT), medium-dutyvehicles (MDV), on-road motorcycles (ONMC),off-highway recreational vehicles (OHRV) including off-road motorcycles(OFMC), all-terrain vehicles (ATV), off-road utility vehicles (UV),off-road sport vehicles (SV), sand cars (SCAR), and electric golf carts(eGC). The Compression Ignition and Heavy-DutyCertification Section is responsible for the certification andproduction audit of new heavy-duty engines (HDE) and vehicles(HDV) includingurban buses (UB), and new off-road compression ignition (OFCI) engines. Vehiclesand engines (hereinafter, vehicles) are not legal for sale inCalifornia until certified. Violation of the requirement forcertification can subject the vehicle manufacturers and/or sellingdealers to enforcement actions including a fine of up to $5000 pervehicle.

    Remember, these are guidelines for performing engine changes - not certification procedures. All exhaust emission controlled vehicles with engine changes must be inspected by an official Referee station and must have a Bureau of Automotive Repair (BAR) Referee label affixed to the doorpost.
